a vote of 111 in favour to 13 against, with 39 abstentions, the Assembly
adopted, for the second time, a resolution entitled, "Towards a nuclear-weapon-
free world: the need for a new agenda". It called for the examination of
ways and means to diminish the role of nuclear weapons in security policies,
so as to enhance strategic stability, facilitate the process of the elimination
of those weapons, and contribute to international confidence and security
(Annex XIV).

Also
acting without a vote on weapons of mass destruction, the Assembly: expressed
grave concern regarding any use of nuclear wastes that would constitute
radiological warfare and have grave implications for the national security
of all States, and call upon them to take appropriate measures to prevent
any dumping of nuclear or radioactive wastes that would infringe upon the
sovereignty of States; and reaffirmed that effective measures should be
taken to prevent the emergence of new types of weapons of mass destruction.
