how these agencies and their abusive practices have been ongoing for decades,
scientific research proves their lies and abuses (as in radiation poisoning
VS "it is not" by the agencies), congress hears the facts, the evidence
and watches as parades of victims pass by with their evidence and visual
'aids', legal cases come and go, yet the abuses continue. After multiple
congressionals with the GWI issues, the congressmen finally admitted to
me "WE HAVE NO CONTROL OVER THE DOD" (can insert DOE and USDA and probably
any other fed agency).To say it rests in Congress's 'hands' is sickening.
Nowhere
in the constitution does it make a level of government more powerful than
the president, the legislature, the congress, yet we have it today and
it is entirely unaccountable to the congress, the president, the legislature,
and the people. Entirely funded by them also. Until
that changes, what do you really expect to happen, all?
To do this is not too difficult, they need to be made answerable before the legislature and the "Frere's Doctrine" needs to be challenged so that every member of the armed forces can demand that their employers act according to human rights laws.
In the UK it is not possible to sue a member of the gov: it is called "Parliamentary Privelege". Again this needs to be removed so that those who allegedly act on our behalf are made accountable to "We the people".

In effect that process takes "We the People" hostage and prevents any address of the problems because the Govt either claims sovereign immunity or Feres immunity.
The money controls the research and neither the Govt or toxic industry will pay to significantly expose the real problems linked to health.
However, you are correct, it is fixable if enough of we the people stand up and demand Govt by the people and for the people again-------------put the issue on the front pages and make it smell clear to heaven.
Then real solutions will happen in place of stand offs and hostage taking of a very much too passive public that sat back and expected the Govt to handle it.
The citizens fell asleep and democracy was taken away.
