Russian Federation Council rejects spent fuel import bill

Russia's Federation Council today rejected a spent fuel import bill that had been passed in a first reading by the State Duma Dec. 21. The vote in the upper house, which represents Russia's regional governments, was 96 against and 26 for, according to press reports from Moscow. The proposed legislation, supported by the Ministry of Atomic Energy, would allow Minatom to import foreign spent fuel for storage and reprocessing. The Duma was scheduled to consider the legislation a second time this month; the fate of the legislation was not immediately clear.
