LONDON - The board of the European Bank for Reconstruction and Development on Thursday approved a controversial $215 million loan for the completion of two nuclear plants in Ukraine, designed as successors for Chernobyl.

A spokeswoman for the bank said the board approved funding for the Khmelnitsky and Rivne plants by a vote of 63.7 percent in favour, 7.83 percent against and 28.49 percent abstaining, based on voting weighted for each of the board members, which represent country shareholders.

"The board has approved the loan, but it is based on conditions the Ukraine has to meet," said a spokeswoman for the bank.

The loans from the EBRD will cover part of the estimated $1.48 billion cost of completing the two plants, which are designed to replace output from the Chernobyl plant, the site of the world's worst civil nuclear accident in 1996.
